The European Alliance for Collaborative Housing brings together community land trusts, housing cooperatives and allied organisations from across Europe.
Who we are
The Alliance is a coalition of community land trusts (CLTs), housing cooperatives, federations and allied civil-society organisations operating in cities and regions across Europe. We share two core commitments: long-term affordability and community stewardship of housing.
How we formed
The Alliance was convened in Brussels at the end of February 2026, when members met with the European Commission's Housing Task Force (HTF). During that meeting the HTF invited us to provide additional evidence to feed into the reflections and drafting of the European Affordable Housing Act.
Our response — the Q&A on Barriers & Bottlenecks to Collaborative Housing — draws on the diverse, local experiences of CLTs and cooperative housing providers across Europe, organised by question and theme.
How we work
- Evidence. We compile and translate local experience into policy-ready evidence for European institutions.
- Policy engagement. We engage with the European Commission, Parliament and Member State representatives on housing-relevant files.
- Peer exchange. We connect practitioners across Member States so that working models — from Switzerland to Ireland, France to Catalonia — can inform one another.
